Dubai launches 2026–2028 strategy to reinforce rule of law and modernise legal services
Dubai’s Legal Affairs Department has announced a new strategic roadmap for 2026–2028 aimed at strengthening the emirate’s position as a global model for the rule of law while enhancing institutional performance across the legal sector.
The strategy focuses on improving legal and regulatory practices, upgrading organisational capabilities, and enabling the department to respond more effectively to rapid developments across Dubai’s economic and governance landscape.
A core pillar of the plan involves integrating emerging technologies and Artificial Intelligence (AI) into operations and services to boost efficiency, streamline processes, and enhance overall customer experience.
The roadmap also emphasises building strategic partnerships with relevant entities and institutions, supporting the legal professional sector to achieve higher competitiveness in specialised services for both institutional and individual clients. Expanded training, qualification, and knowledge transfer programmes will be introduced to align legal talent with evolving labour market demands in a global investment environment.
Dr Lowai Mohamed Belhoul, Director General of the Government of Dubai Legal Affairs Department, said the strategy establishes a comprehensive framework for sustainable and proactive development within government and professional legal sectors. By embracing innovation and advanced technologies, the department aims to deliver future-ready services while upholding the highest standards of transparency, integrity, and reliability.
The initiative also extends ongoing efforts to strengthen legal compliance and maturity among government entities through improved regulatory frameworks, refined practices, and enhanced legal knowledge. These steps are designed to ensure readiness for technological advancements, improve sector effectiveness, and reinforce public trust in Dubai’s legal ecosystem.
