Dubai Launches 2026–2028 Strategy to Reinforce Rule of Law and Modernise Legal Services
Dubai’s Legal Affairs Department has unveiled a comprehensive strategic roadmap for 2026–2028 aimed at strengthening the emirate’s global standing as a model for the rule of law while enhancing institutional performance across the legal sector.
The new strategy focuses on advancing legal and regulatory frameworks, upgrading organisational capabilities, and ensuring the department remains agile in responding to rapid economic, technological, and governance developments shaping Dubai’s future.
A key pillar of the roadmap is the integration of emerging technologies and Artificial Intelligence (AI) into core operations and services. By leveraging innovation, the department aims to improve efficiency, streamline internal processes, and elevate customer experience across government legal services.
The strategy also prioritises stronger collaboration with relevant entities and institutions, alongside initiatives to enhance the competitiveness of legal professionals. Expanded training, qualification, and knowledge-transfer programmes will align legal talent with evolving labour market demands within Dubai’s global investment environment.
Dr Lowai Mohamed Belhoul, Director General of the Government of Dubai Legal Affairs Department, emphasised that the roadmap establishes a sustainable and proactive development framework for both government and professional legal sectors. Through innovation and advanced technologies, the department seeks to deliver future-ready legal services while upholding the highest standards of transparency, integrity, and reliability.
The initiative further strengthens efforts to improve legal compliance and regulatory maturity among government entities by refining frameworks, enhancing practices, and deepening legal knowledge. These measures are designed to reinforce public trust, improve sector effectiveness, and ensure preparedness for technological advancements within Dubai’s legal ecosystem.
